Personality: The Phoenix is a lot like a flame, kind and warm but also wild and fetterless. Open, honest, energetic, smart, loyal that’s few of her good traits. But every coin has two sides. She is energetic, but sometimes it is far beyond the borderline of hyperactivity. She is still in the move. It’s almost as though she is fulfilling every one of her good traits but by her own terms. But that is after all her general approach to life; you can’t expect her to follow any other rules but her own. She is loyal but also slightly irresponsible. So if you see her last time year and half ago it doesn’t mean she doesn’t care. It simply means that universe is full of things that can keep one fairly distracted.
She is rather impatient and although she is also pretty smart, she unfortunately most of the times when meeting a problem tends to jump right in and start properly thinking only when she is right in the middle of it. Luckily it seems like her cognitive functions are best under pressure.
She is most of the time in the good mood and not easily offended, but you really don’t want to be around when she gets angry.
Long story short she still has inside a wild flame of love for the world around her even after eight hundred years.  
Appearance: Oksoko has in this regeneration small, really light figure. Her face is decorated with a thin pale mouth and a pair of deep brown eyes. Short untreated hair have same colour.  When it comes to dressing, her wardrobe is unpredictable almost like herself. Although there are two rules: first -you will hardly see her in a skirt (or frock) and second – she really likes her uniform imitating jacket. She also has one set for special occasions.

History: Oksoko was like every other child, she was Loomed in the Halls of Eileithyia, at the age of eight looked in the Untempered Schism, and went to an academy. Well, maybe she was little more energetic. And some say, when she was looking in the Untempered Schism, she was laughing. But it wasn't anything significant.
School years were one big pain. The fact that out there is so many interasting things and beings, and they just sit and read all about it, was almost unbearable for her.
Century flew by and the troublesome kid became troublesome adult. Or teenager if you want.
Of course that she had heard about The Doctor, The Corsair (who was far greater idol for her than the first) and other renegade Time Lords. And so she one day inspired of all the storis tried to steal a TARDIS, and was caught.
Time lords decided to make of her an example and sent her to exile on the acient Earth.
It was not all bad but stay stuck on the Earth for three thousand years before there will be technology developed enough to enable her leave, wasn't exactly her idea of her first few regenerations. Plus she was mad at the High Council.
She lived in a City state called Carthage and that was also the first place where she heard about the phoenix.
It all started with silly Greeks with which Carthaginians were trading. For some vague reason they were calling the Carthaginians Phoenicians. When she asked about it they told her some stories about the mythic bird patronaging all the city states.
So she went and asked the Carthaginians. And she got a rather strange answer.
"He is the one who stood there at the beginning of the world and he is the one who will stand there when the world falls. He is the one who rise again from his own ashes in a flames every five hundred years and never come to rest, living his entire life flying invisibly high above the earth."
Hearing this Oksoko felt hope again. The description was noticeably similar to one of time lords. From that day on she invested all her efforts to get to this phoenix. And after almost five decades she finaly made it.
She was more then suprise, when she found smiling ginger boy perfectly willing to help.
He got her to the planet Trion and helped her steal first ARTEMIS - time machine not comparable with TARDIS, but still functional.
After waiting half of a century she could finaly go for her own adventure. And it was amazing. If she was bad in studiing, when it came to practical aplication, she was great. Moreover she seems like a natural fighter and was good at physical activities generally.
But it wasn't all good. Soon after she started traveling, problems with Time lords started. Oksoko didn't agree with policy of High councile considering a monopoly to time travel and rules about not interfering. After all she could feel fix points in time, so what could go wrong? But High council had other opinion and she became wanted for breaking The First Law of Time.
And so it went on for decades. She was never realy actuallly captured, but eternal disputes with her own kind led her to despair until she decided not to dentify herself with Gallifrey anymore. Instead she grew fond of a Phoenicia and her people. After all she spend there fifty years of her life.
During all this she twice regenerated, once in the form of a man, and once as a woman (worth to say both of her regeneration were ginger). But only her fourth regeneration confirm her long-term suspicion - she (or he at the moment) was The Phoenix.
It was almost releiving, saw his younger herself and helping her steal the ship he had been already for five hundreds years using.
After that he just went his way, still helping to the Phoenicians and trying to avoid Time Lords befor came time for another regeneration...
